OmniLudiCon is a browser-based development toolkit which consists of a fully-featured editor and a host of example games for users to test out or experiment with. The tutorial does a decent job at covering the basics, while games can be sorted either by authors' names or ratings. Existing templates can even be modified to suit your needs if the idea of starting afresh does not sound too appealing.
